The video above is from the 2018 LA Marathon where at age 69 Meza ran 2:57:30.
Fast-forward to 1:26:17 (lower right on the video) = in the far back left you can see Meza entering the home stretch. He is carrying something in his hand (a jacket? a shirt?). His bib isn't visible when he first appears in this video, but he adjusts it to be visible (looks to pull it down from under his singlet; he has it attached to a race belt, the same as in 2019) and then he proceeds to run over the the side of the course and discard whatever he is holding. Then Meza puts on his hat and continues to the finish.
Make your own assumptions about what he is doing. But you can look at his 2018 photos from the race and see on the course he is only seen in the white singlet and isn't carrying any jacket or shirt in his hand. The one photo of him in the corral also shows him beginning the race in full sweats in the B-corral (look at the bibs on other runners). And it appears he has on a dark blue shirt underneath the jacket. So he would have had to stop somewhere else and take the warm-ups off.
