No. It's 'politics' - much like politics / affirmative action can give someone who is completely undeserving a college slot or a job over some more qualified. You are not looking at the big picture, not looking at who the 'official' bad guys / incompetent guys have to be, just to make everyone else feel better (but the real reason is to make the 'victims' of these policies feel 'bad', ruin their confidence). It's like the NFL, which if you watch the actual combines, doesn't always give a chance to those who perform the best.
