You should maybe spend some time around some schools. It is not just the parents' fault in many cases.
Many? Relatively speaking, sure.
The majority of the time, though, it is parenting. 90% of brain development happens by age 3, and 99.9% by age 5. If parents haven’t been reading to their kids daily during those first 5 years, the kid is largely screwed (not to mention that the parent’s lack of, er, parenting is unlikely to improve as the child “progresses” through school.
This is an issue regardless of school type.
