Can someone explain why the world is outraged when the Saudi king oks the death of 1 guy when Putin does it all the time?

1. Unlike Russia, Saudi Arabia is allegedly our strategic ally.

2. We have pretty much conclusive evidence that this was carried out by the Saudis.

3. And to a lesser extent, the manner (probably involving torture) and location (the Saudi embassy) are significant.

You forgot 4. The Saudis have less kompromat on Trump than the Russians
