I don't know if every single person who can run only run 57 in the 400 has the potential to break 4:10 in the mile.
I would like to believe that is so but you don't see it often so I wonder if some slower runners have an extra advantage in adaptability through endurance training.
I coached many guys and they all could run 52 second quarters yet were 1:55 to 1:57 in the 800 and 4:15 to 4:20 in the mile. These were 19-21 year olds. They are baffled when I tell them I ran 3:45 for 1500 and 1:57 and never broke 56. In fact I only broke 27 for a 200 one time and that was with a flying start and a strong tailwind.

What sucks is when you lack fast-twitch muscle fibers and your endurance and running economy are sub-par. I've run 28 flat for a 200 and 61.5 for a 400. My mile is in the low 4:50's and my 5k is even worse in comparison - 17:31.
