I'm in a similar boat as you but I'm trying to break 16:40 by the end of the season (ran 17:00 on the dot in mid august). I'm planning on running 75mpw as a base after XC and then instead of doing 5k-15k training I'm going to do mile and 2-mile training and focus on my speed for a season but race 5k's since there are few track races in my neck of the woods. No idea on my current fitness and I'm coming off a slight injury but I'm racing this weekend so hopefully I get an idea of where I'm at.
80mpw over the winter base phase is good but make sure you don't overdo it so you can kill it come outdoor.
