And YES, 0.019 (almost 0.02s) IS SIGNIFICANT IN THE SPRINTING EVENTS. You are obviously a distance runner and cannot wrap your mind around this concept, but 0.02 seconds, in the elite level, is HUGE.
This is dumb. Just because a couple of hundreds would get him a WR IF the circumstances of venue were different is a red herring.
Gatlin already had a 1.7m.s wind in Doha and the additional benefits of heat and humidity. You can keep up posting under many different names with as many different scenarios as you want. 2000' elevation adds up to 0.019 benefit in the 100m or 0.062 in the 200. Neither is significant.
