my deal is this. an ivy (or equivalent) is universal appeal. there is then the ivy plus set that are equivalent or the high flying second tier. also fairly broad appeal. the whole idea is you would sell your right arm to go there and everyone gives it credit already.
my deal is UF is a stretch to rank with the academic company it's put in, and if it's there on some sort "value" basis, that cheap tuition is unavailable to 31/33 of the country. to us it becomes an expensive $30k out of state school. it's cheaper than ivies or elite LAC but those schools might offer free tuition or heavy duty aid. and in any case it's well beyond the ability of most to afford out of pocket.
i say that because, the usual suspect ivy-plus, some of the schools listed, they have similarly highfalutin student bodies, elite programs in subjects, if i am going to pay through the nose, to go to out of state public school, it'd be cal or michigan or the obvious. UF has obviously done some improving, credit there, the margin has shrunk. and a good deal for FL. but at out of state tuition if you have a 1400-1500 SAT why FL and not the others? which would be my point about the rankings.
this is one of my beefs with the value university rankings, is the "in-state" bit can dramatically affect the value of quite a few. to me if you're on a budget it tends to telescope down to affordable privates plus your in-state schools or the neighbors with reciprocity. berkley's out of state tuition is more than some of the highfalutin LACs where i live. you have to badly want that. and to circle back around, to badly want that, it will need to be top notch. the deal with FL is you would end up fudging both quality and cost. which goes to my point of why is it there on the list. it's dozens of points behind the compared schools. and it ends up out of state tuition for most of us. meh.
