It has to be Craig Virgin. 2nd All-time at 10k leading into 1980 Olympics, favorite to win gold. Similar to Jim Ryun that he had many setbacks except he never won an Olympic medal.

I'm a huge Solinsky fan, but Rono set word records and won a lot more international races.
Gunder Hagg of Sweden. During the mid-1940s he set 3 WRs in the mile, 3 WRs for the 1500m, a WR for 3,000m and a WR for 5,000m. Never got to run in the Olympics due to WWII. Ran 4:01 for the mile in 1944. If he had been able to run in in good international competition he would have been a gold medalist (perhaps multiple times) and likely would have gone sub 4 in the mile ten years before Banister.
Probably Rono. No one has ever had a season like he had in 1978, not even Komen. On the women's side, we'll never know because women were denied the opportunity to race longer than 800m until 1972.

He won the Olympics in very similar fashion. Virgin, with his lack of a kick, could very well have finished out of the medals.

One could easily argue Steve Scott. Had the PR credentials, and ran against and occasionally beat some of the best of his era. Definitely hurt by the boycott, but for as long as he was around, kind of surprising he didn't nab at least a bronze at some point in his career.
Scott was never a "world's best" though. Never ranked #1 in the world.

I think the discussion about runners who's career is over. Cheptegei is only 24. His career is far from over. It's very likely he'll win an Olympic medal before he retires. WR doesn't mean a runner is the "best." It means that runner has run the fastest time. There have been WR holders who competed like dogs.
My vote is Henry Rono. Multiple world records, some big wins in meets, but no Olympic medals.
But that is not what the subject line is asking. And you think some of those guys who compete hard could beat Cheptegei? Not even close. They would let him go after 400 and compete for silver.
