No, he would have been on Hollywood Blvd., probably right in front of Hooters. You can tell because there's a rectangular area of light gray pavement, and he is jumping in just to the east of that.

Yes, IMO, the static dark area/blob is a photographer. Likely with a telephoto lens taking photos of the Wax Museum down the street. The guy cutting into the course walks right in front of him. If accidentally seen on any of his photos, they would be blurry and up close.

I think some close up shots of the runner in Yellow (now known as the Greek guy) are taken by this photographer. However, I couldn’t locate a sequence with those photos and ones before/after it.

Well, apparently he jumped in right before the photo point with the people running 6:30 pace, then finished 1:40 behind them at the chip mat, which was slightly less than a mile. Assuming this was an all-out sprint for the good doctor, that puts his VDot equivalent marathon time at about 4:15 if he specifically trained for the marathon. That would actually be a really good place in his age group, 4th or 5th or so.
But apparently that wasn't good enough for him.

Here you go. Change the numbers on the end to move back and forth. Different photographer. So in that one spot they have 3 cameras. Photog#1 photographing Wax Museum down the street. Photog#2 doing close-ups toward chinese theatre. Camera #3, wide-angle set to auto mode capturing the whole street.

The runner could not claim that he was using the restroom in Hooters, Miniso, Wetzels Pretzels, or Baja Fresh, as none of these establishments is open that early on Sundays. Coffee Bean on the Southeast corner of Hollywood and Orange would have been open, but there would be no rational explanation why the runner would use their facilities then backtrack to the spot where the runner re-entered the course.
Funny how Frank managed to finish within a few minutes of those three runners you posted photos of (22397, 19087, 1083) but couldn't hold that pace for less than a mile coming up to the 20k mark, he was around 4 hour pace, how did he manage to pick it up later to get so close to them?

Hey "it's only a matter of time", the beautiful wide angle shot you found is actually a snapshot from the HD video feed. Someone needs to get the video feed for 22397. You'll see the person cutting into the course very clearly, right?
Click on the "Video Preview" for the race photos to see a preview. It shows an elite runner, but you get the idea.
I also calculated it to be about mile 11.7 as well.
