Firstly, we know he always uses HR to gauge his effort. I don't believe he would be doing this run without some kind of functioning HR monitor.
Secondly, the cheating allegatikns are not just about this run. It's about a pattern of behaviour that stretches back 6 years. It includes all his major solo projects, such as Jogle, 48/30, US Transcon, Aus Transcon, the dodgy section of Moab 240, and the odd glorified training run like when he claims an unofficial marathon PB for a run in Battersea Park that was much quicker than his actual marathon PB.
In contrast, 99% of his training runs, and all his races under observation, his standard is mediocre on a much higher heart rate.
For me, no further evidence is required to prove he is cheating. There is plenty evidence to call him out as it is. Greater evidence is only required to win over a wider audience, especially the media, in order to try and ensure he isn't allowed to fraudulently claim records and continue to fool people with his boasts.
