You are trying to act like Clyde hart coached all of his elite sprinters the same way and that he was unable to adapt his program when you know nothing about the specifics of each. ZERO elite 400 runners would being their training similar to Tony Holler.
My personal opinion is that things should be long to short or short to long, but you have to work on everything most of the time. So yes you need some short fast stuff but you do need some well placed endurance work, not a ton but some and then a lot of stuff in between too.
