None of this matters at all. Thyroid medication is not banned in any amount. Maybe it should be, but it isn't.
So no violation and no sanction on this at all.

Dr. Brown talking to USADA does nothing to change his standing before the Texas Medical Board, positive or negative. Talking to USADA really does nothing more for him than possibly preserving his ability to work with USADA/WADA athletes (if it is all in his favor). That's it.
Dr. Brown may possibly run into some sort of trouble with the Texas Medical Board for a variety of reasons. Among the least plausible reason for him running into trouble with the TMB is that he is prescribing thyroid medication. This is simply off-label usage, which happens every single day for pretty much every single doctor. Dr. Brown can very plausibly contend that he was prescribing thyroid medication for people who were coming to him with sub-clinical hypothyroidism. That is a prescribing practice that has some actual support in the clinical literature.
It is not against the law for him to prescribe that medication. It is perfectly within his privileges as a doctor. As a trained endocrinologist that is well within his professional discretion.

The "dead Doctor" was a PhD in physiology, not an MD. This distinction has confused LRCers before.

If they had enough data to allege a biological passport violation, they would have to make that allegation. Otherwise, they'd be covering up doping. Even for the USADA, that's not a good look.

Of all the runners I know personally, only one is on thyroid replacement hormone but about half of the the NOP is on it. That can't be legit.
