Yes it does. No one else in the field would have bothered to petition for the DQ because the infraction had no tangible effect on the outcome of the race. And Mekhissi certainly wouldn't have petitioned if he had finished in fifth place. Kemboi would have the bronze medal right now if anyone else but a self promoting opportunist had finished behind him.

Was it ever found that HE was the one that filed the petition and it wasn't a ump/ref that flagged the foul?

further perspective: on the replay it appears that coming out of the pit Kemboi was bumped by another runner towards the line & cones. His "infraction" was inadvertent and had absolutely no effect on the outcome of the race. Mekhissi is now a permanent exemplar of childish self-interest and the French team's protest only amplifies a longstanding impression of French weakness & arrogance.

The original IAAF report said the French fed. filed it.

I don't get this "the rules are the rules" argument. We see this rule bent all the time (and if you read it you can see that it gives judges some room for interpretation), with runners getting pushed out or inside the rail, and not DQ'd. In that picture it looks like he's in contact with the runner next to him. One step inside the line is not an advantage.

especially considering he typically runs out to lane 6 when he finishes.
