this is me, i know my routes and traffic flow well enough that i don't have to stop on my runs.
I alos do high knees in place at stop lights, I like my boobs to bounce up and down to entertain the motorists

LOL! Unfortunately I tend to cross the road when and where I am not supposed to. I realize it is not a great habit and am trying to be more careful. I run a timed group tempo run one evening each week and do not like stopping when I am running at a vigorous pace and am being timed. During my easy days I may pick places without traffic or jog in place so I do not need to stop.
I used to stand still at stoplights. Then, one time, I stopped running for a few seconds to talk to a friend passing by, and when I started back up again I fainted within 10 strides. Broke my hand and ribs. The cardiologist, after running every test imaginable, thinks it was because coming to a full stop caused the blood to pool in my legs such that there wasn't enough blood going to my head when I abruptly started running again. Since then, I've always done a little bouncing up and down whenever I have to stop in the middle of a run, just to keep the blood moving.

He's saying that the average pace for the run will be slower if you stop, so by stopping the watch whilst you wait that time does not count towards the total time for the run, so you don't take a hit on logged average pace.
I suspect he's making a joke, but I'm not sure.
