I don't run under 15, but I do live in the midwest, and work full time.
There's really nothing to do about the weather. It is what it is. You deal. Depending on where you are, the snow and ice will rarely be bad enough to pose a real problem. On those days, use a treadmill. There's no evidence at all that doing so lessens the benefits of a run. If you're neurotic, put it at a slight incline. (In fact, I own a treadmill, and find it really helps keep my schedule. It's boring, but it works.)
Is this too much work? Only you can answer that. I do think you'll have time for a social life. I don't struggle with it, personally. And I am trying to run as fast as you... I just suck, so I'll stay a minute slower.
