I read the two AIU reports. Seems Katir missed three tests, and comically doctored a plane ticket. That was wrong missing the tests, and providing false documents, and a 4 year ban seems well reasoned and justified.

Well it is cheating the system. The lengths he went to deceive are objectively bizarre for an athlete on his first strike. I guess what we don’t know is if it really was his first, but since his next missed test was not far after it, and the brief didn’t lend context, it appears it was. So outside of cheating the system in a planned pattern it’s hard to rationalize what Katir was doing. Of course the reason to cheat the system is more likely to be to facilitate planned doping than just anticipated laziness/unprofessionalism. Of course you can’t rule anything out with humans.

No, it does not. Lying does not result in a ban for tampering - "providing false documents" does. See for example Coleman, who ironically provided the documents that proved his lying, and didn't even get charged, let alone banned, for lying.
