You are confusing power (input) with speed (output). If you adjust the input for things like drivetrain loss, drag and rolling resistance, you can determine speed. Standard protocol is to isolate the power variable at the crank. Nobody is actually measuring power at the foot (literally nobody uses those pedals), chain (???) or hub (sweet powertap!). We are deep in the weeds here.
I agree that the 1 hour record is probably the best comparison in terms of a physical feat. The difference is that track cycling is super niche (far more than marathon running). Winning the TdF isn't really an appropriate comparison because its a race that happens every year and there are tons of external factors that influence the outcome. As far as cycling prestige, going from the gun solo in one of the classics would be insane.
