MLS announced the academy free thing last August and one local program I have looked into already on numerous occasions since October of last year. Their competitive program fees were over $1k just to start, plus all that travel. Anyone who could get into a competitive program that actually is free would presumably already have to have had years of competitive soccer and coaching to qualify for it. That's totally out of reach of the city soccer kids.
I'm not sure what "academy free thing" you're talking about. It sounds like you're talking about some affiliation program between MLS Academies and non-MLS clubs. That's not what I'm talking about.
This is how it works. A kid tries out for an MLS Academy. Most academies have teams from about U13 up to U18. If you make it, you're on the team, no cost to you. It's competitive, and I know at least one kid who was in an MLS Academy from about U13, but by about U16 he was basically cut. I'm sure these academies do some recruiting and try to poach the best players from other local clubs. A lot of kids might start out at a non-MLS Academy but move to the MLS Academy when they're 15-16. The best of the Academy kids might be offered a pro contract at some point.
