Putin had the motive and the greatest opportunity. Dugin got blasted in the Bolshiye Vyazemy Oblaster. That's deep in Russian territory, hard for US ninja commandos to get in and out. Similar scenes of death played out in Germany: Dresden (30,000), Hamburg (43,000), Darmstadt (12,000), Kassal (10,000), Pforzheim (18,000).
These are lower-end counts.
As the male population of these cities was largely been decimated by wartime conscription, those killed were primarily women, children, and the elderly.

I can think of principled differences between Russian killings of civilians in its invasion of Ukraine, and the US/Allied bombings of Germany and Japan during WWII that you mentioned about. You could think of those principled differences too, if you were actually the objective "no dog in this" analyst you claim to be. The U.S. Embassy in Kyiv, warning of an increased possibility of Russian military strikes on Ukraine in the coming days around Ukrainian independence day, has again urged U.S. citizens to leave if they can.
"The Department of State has information that Russia is stepping up efforts to launch strikes against Ukraine’s civilian infrastructure and government facilities in the coming days," the embassy said in an alert on its website.
