The problem is that Jeff Howard is using final surge to get an altitude converted mark for 2599'. You can literally see him punching it into final surge inside the video.

Hoka allows the conversion to sea level from the 2599 elevation in Meridian. So yes her 10:18 at that elevation is a 10:11 at sea level.
Why does this have 5 downvotes?
I saw the Rocky boys did the same thing last year and emailed the hoka people about it since I thought it was cheating, they told me that they gave permission and that their rules explicitely allow it.
Kind of dumb, but I could see why it levels the playing field
