Fair comment and likely accurate. I recall one report of Russian soldiers eating a dog because they had no rations.
But to be fair, this is evident all around.
On there Ukraine side, there are also frequent reports of disorganization, desertion, poor or insufficient weapons/supplies, and incompetence.
A recent news article describes three Ukraine units all shooting at each other.
