Most kids have stable gender identity by age 4, and it persists into puberty, it is very likely to be permanent. Your statement is not supported by science.

I suspect the peniled transwomen might be okay too with that etiquette provided everyone was nice about it, ie no one harasses anyone for brief flashes of nudity while taking their towel off and putting their underwear on, and recognizes that they are beneficiaries of a privilege, not a right to expect to see peniled transwomen always covered (unless the covering etiquette applied to all women).
