Also:
Long sleeve looks same as that around FM's waist in finish photo. Sweats have the same stripe as those on Frank's shorts. Possibly a pair of sweats with the 'zip off' lower legs?

I thought of that too as I’m fairly certain I saw zipper tabs dangling off of those really baggy shorts.

If you're reading this, Doc, let me say that I'm here for you. Although my cheating is of a different variety than yours, we do have that word in common, so I can give you some advice on how to keep on keepin' on despite the opposition (all of whom are justified in hating you, and me).

Mind you, if you turn down my offer of help, I may have to crush you and basically add to the misery in your life. I'm well-practiced in the fine art of destroying people's futures.

Nobody really deserves anything - even being alive is completely by accident, certainly not a result of any "goodness" on the part of the living individual.

I think that teachings such as "Let he who is without sin cast the first stone" and "Wish for others that which you would wish for yourself (or for your own child if one has that perspective)" are good and applicable.

According to the map, SF marathon is an out/back across the Golden Gate Bridge from 5.5 to 9.5 miles. That would have been impossible to bike. I'm guessing he ran those 4 miles at 9min pace and then had to bike to the next split over some hills. He made the mat on time, but he was probably too wiped out to continue. He probably used an electric bike after SF 2015 on this course. Biking uphill when you're tired is a killer.

Actually I was sincerely ridiculous, and sadly obtuse. I am sorry about that. I am 100% committed now, as we mostly all are. I wish I was so smart to have suspected Frank Meza of cheating..and used this kind of supporters vs. accusers strategy..to bring out the truth. Just not the case here. This on my part, was a sincere surprise. I can't control if you believe that.

I really thought you acted that way out of guilt for driving from check point to check point or that Frank reneged on gas money or something.

With no lock in sight in that photo, I say he either had a confederate to monitor the bike for him while he dismounted to cross timing mats, or he was so brazen that he left the bike so close to the timing mats that he could keep it in sight while just running a short distance to have his chip recorded. Given Frank's character, or lack thereof, I wouldn't rule out the latter.
And as other posters have mentioned, other courses where it wasn't possible to cycle so close to the race would have required different cheating strategies, not necessarily using a bike.
As mentioned a few pages back, looks like he cycled most of SF2014, which is why there's only a couple of photos of him at the finish.
Why wouldn't he cycle most of it?, it's a bike friendly course, why would he pull up short of a timing mat, take off the track suit pants, run over the mat, run back, put the pants back on, rinse and repeat?, there's no need. Anyway, if he was doing that he wouldn't do it wearing track pants he had to keep taking off and putting back on, he'd just wear his heavy baggy shorts he's seen finishing in.
So, he ran across the mat with crowd four minutes after the gun, probably with the track pants on, ducked off the course shortly thereafter and rode the bike virtually the whole way, except probably for who knows how far, and ran it to the finish. This would have been an easy one for Frank.
He's probably done a solo trip from LA to SF and done a solo bike cheat, whether he anyone with him on the trip, who knows, wife maybe? Hard to be believe he could have done a solo cheat on some of his other 'marathons' though.

But the SF Marathon is more difficult than the LA Marathon. A lot more hills.
