The company that owns the pipeline shut down the pipeline.
Apparently because the pipeline’s billing system had been hacked and it would have been impossible to bill recipients of the oil.
The Koch Boys own the largest share of Colonial Pipeline.

South Korea 23% (partly by Korea's National Pension System)
French Canada 17% (primary pension and insurance plans)
British-Dutch 16% (used to be Shell, now Royal Dutch Shell)
Australia 16% (pension fund)
Except for Royal Dutch Shell, which is publicly traded, 84% of Colonial Pipeline is privately held, with 56% held by mostly pension and insurance companies. Overall, the Koch Boy (used to be Koch Boys) have the greatest level of control since they and Royal Dutch are the only energy experienced part of the ownership team.
