Democrats "blocked it from happening"? Interesting, given that in the first two years of his term President Trump had GOP majorities in both houses of Congress.
The land appropriations were a big deal. Not many seem to remember, but GWBush tried to appropriate parcels of land on the border in 2006 (the "Secure Fences Act"? I don't quite remember the name) and the owners took him to court--last I knew some of those cases still were being litigated. A nice summary here:

A wall across the whole border was simply never going to fly, and to the extent that pols (not all of them GOP btw) suggested it was THE solution...they were misleading people. Real life in Grownupland does not include feature many simple solutions to complex problems.
Beyond a doubt there were/are places on the border where a wall would be helpful, and most such places had walls or fences already--though it was useful to shore some of them up. But Texans (other states were also involved) include a lot of folks on the border who value their land, and were going to fight to continue to use it unhindered.
Fact is, the US is hamstrung by its current laws. If people show up--including via illegal entry--and claim asylum, under current law they MUST be handled in a certain way. And there are not nearly enough judges on the border to process those cases timely.

The funds for ~20 miles of border reinforcements were appropriated in 2019 before @POTUS took office. He called on Congress to reappropriate the funds for smarter, more effective enforcement uses. Congress failed to do so. Rule of law requires the project be completed in 2023.
He is following the rule of law. Like a normal President would. I will forgive you if that seems strange because four years of Trump pouting like a baby when he didn’t get his way may have caused you to think that way.
