most of the problem here is the hundreds of thousands of people crossing and asking for asylum. That's created a backlog of over a million cases that the US is legally required to judge on. Which is why the immigrants are allowed to stay. They are legally required to be allowed to stay.
The change has been that many/most ask for asylum. they've learned that is a trick to be allowed to stay. They didn't used to ask for asylum, but they learned.

btw, there is some interesting research that suggests letting highly educated people in as immigrants isn't very useful. Because they have money but no connections and often little english. So they basically retire, instead of the shame of taking work at a lower level of salary and much less prestige.
