Large spending programs don't necessarily lead to inflation. We have seen that many, many times already.
Yes they do. The whole point of the Obama stimulus was to create inflation. But this is an order of magnitude larger, when interest rates have been near zero for a decade, and at a time when the economy is already recovering. We have never done anything like this before.
You speak of interest rates like they are an independent variable, which they are not. If all this spending goes through we will need to raise rates to prevent inflation. Biden's secretary Janet Yellen admitted this a couple days ago.
