I don't think so. That is, unless you run somewhere really holly and/or windy, pace is good enough.
However, if is a valid and reliable estimate of external power you're after, you can always buy a Stryd.*
*What's that, you say? How can you dismiss running power when you used to be a consultant for Stryd? The answer is that I was interested/saw merit in other possible applications of their device... for example, I'm responsible for the fact that it provides estimates of leg spring stiffness.
Ironically, though, the folks behind Stryd couldn't gain any traction for their ideas/superb engineering skills until they stopped promoting their sensor as a "mobile biomechanics lab" (my words, not theirs), and instead simplified/dumbed things down to just estimating a single value, i.e., external power. This allowed them to ride the coattails of cycling, first getting the device in front of triathletes and then pure runners.
