I'll give you that the first part of that statement.
I'll also give you that Norway and Denmark saw a (in percent) dramatic spike.
The spike is already flattened in both countries at about 600 per day in Norway and just over a 1000 in Denmark) and have not at any time reached swedish levels in either countries..
Also worth noticing is that the positivity rate in Sweden compared to the two other scandinavian countries is several times higher indicating much more widespread infection in the population.
Sweden is also much worse at testing on a per capita basis.
I could go on and on but it should be enough..
That said, I don't neccecarily agree with people saying that Sweden has failed.
Sweden has done what Sweden has said was their strategy all along: Flatten the curve so that their hospitals wouldn't get overrun.
So far the swedish strategy has been successfull in that regard.,
Where Tegnell has miscalculated is in how fast Sweden would reach her immunity.
(Tegnell seems to be suffering from a large dose on of arrogance on both herd immunity and masks. On the first he has been forced to back track, so far he is refusing to back down on the latter)
I'll also give you that the latest shift in strategy looks to be politically driven indicating a lack of trust in Tegnell & co.
Partly because Tegnell's predictions about herd immunity looks overly optimistic and partly because the infection seems some what more wide spread this time around.
