The women's B standard is significantly slower than the men's based on IAAF scoring tables. On an IAAF points basis, the women's B standard should have been 2:43:10) (instead of 2:45) to be comparable to the men's B standard of 2:19.
Using a "gender-fair" B standard of 2:43:10 (based on IAAF scoring tables) for the women would result in 287 qualified female competitors based the performances listed on usatf.org.
The IAAF scoring tables specifically say they weren't developed to compare between genders. You have to go by rank order. Just looking at the 2019 performance list, 2:19:00 = 1198th best man, which equates to 2:47:52 for a woman. When the IAAF set their 2016 standards (2:19:00/2:45:00), this means they were actually more stringent with the women's standard.
