For this to work there’d be a “perfect training method” which would have to be agreed on in order to base the game’s algorithms...
You wouldn’t run tactical races, you’d run to win in the fastest time possible, learning how to game the system.
The reason simulator games like football work is there’s perfect ways to beat one random team that may not work on another set of random variables, plus there’s more scope for random variables to begin with.

You could make athletes have a "best" training program or style.
Programming races would be much more difficult, but possible. Choose tactics before the event, calculate who is leading at what points and at what pace.
Add in a "form" mechanic that throws in some randomness.
