A reasonable post for a change. We get pages and pages of solemn discussion about this. You people actually seem to take school administrators and officials seriously. In my HS days my crowd would not have even been aware of such a policy and most of my crowd was close to 70mpw so we spent a lot of hours out there shirtless. I hit about 80 tops, a minority of which was shirted. Rest assured I never asked anyone around campus if they were OK with it.
I can't think of any punishment they could have given me. Not allow me on 'the team'? Wasn't on one. Not allow me to participate in 'official school activities'? I already didn't. Ban me from running any event over 10km? This I did do but how would they know and how could they stop me if they did know?
I just don't see how today's youth has become such wimps. What happened to rebellion and standing up for what you believe? In earlier generations than mine there were protests and riots on campuses all the time. What do they do today? Ask a clerk for the permits to apply for to hold a very PC-compliant rally?
