It's a cultural thing. Culture can be created for good or bad. Europeans have a much better behaved dog culture then in the US. Plus the dogs look so much better in Europe. Purebreds. No mutts there.
Not having murderers like pit bulls and Cane Corso’s in large quantities helps.

I have lost track of the number of runners I know that have had to go to the ER after dog attacks. I know more attacked runners than runners with achillies issues.
Ever since that mountain lion ate my dog, I have been obsessed with mountain lions.
I had a team mate in college who possibly killed a dog on his run. It was a smaller dog without any owner being nearby that attacked him. He took a good sized rock and hit the dog with it until it stopped moving. He then ran home. He wasn't sure if the dog was actually dead and I guess he didn't go to check on it later.
I hate when dog owners just let their dog literally run into my legs, and then say "He/She is friendly!" . Because it doesn't matter. Even if your dog is friendly, I don't want it to lick my legs or fall over it.
Aggressive dogs have always seemed more like a suburban/rural problem to me. Growing up in a suburb I had dogs ignoring their electric (or nonexistent) fences to bark and chase me on pretty much every run. The leashed dogs also sucked and a decent percent of the ones I passed would snarl and lunge at me. I dont know of anyone who actually got injured by a dog on a run, but there were definitely some scary experiences.
On the other hand, over the past 11 years of living in cities I cant think of a single time I've felt threatened by a dog. I pass maybe a dozen dogs per day, many off leash, while running in the park and they more or less ignore runners. I can only think of two times I was chased by dogs, and they were both escaped puppies that weren't even a little threatening.
I think the issue is that negligent suburban dog owners leave their dogs outside all day, where they become defensive of their territory and agressive, while negligent coty dog owners just never take them outside.
Dogs see runners as a threat or as fleeing prey, so they run after them. They do not see hobby joggers as a threat, so those who have never been bitten by a dog on a run are not runners, but hobby joggers, which the dogs do not see as moving at all.
In 30 years, I've only been attacked once and it was by a little yip yap dog. It followed me nipping at my heels for about a block. I passed by the house again on the way back. Its owner started screaming at me that I led her dog away and she had to call her son to come over and get it or something like that, I'm not sure, I didn't stop to here what she was saying. I avoided running down her street the rest of the time I lived near her, so I guess she won.

I love dogs very much. I have a 5-month-old puppy at home. Therefore, I know this problem from the inside. My dog is being trained with Multi Color Cotton Rope Ball Toy. Btw the dog attack is a problem that every urban lover of running has faced. You should stop if the dog is running at you. Don’t try to run away from her and don’t turn your back. Big dogs understand these actions as an attempt to escape. That makes them even more aggressive. Try scare tactics instead. You should shout or swing at her.
