I would do the camera thing to find out and then egg the s*it out of his/her car. No big deal, no one else needs to be involved.

If you have a HR dept then I'm sure there is a Security team/dept/firm in charge of building security and you ought raise it with them.
ALL modern computers have cameras in them.
