Neither of those temps are very extreme. I would take 26 solely to wear less gear. I enjoy running in extreme heat though. For my area that would be about 85-90 which is not very common. Obviously you can't run hard at those temps but I enjoy the feeling of getting hot and sweating a bunch. I've visited the south though and I wouldn't be able to run on their kind of hot days. Running in extreme cold isn't as bad as people make it out to be but it's a hassle to get bundled up. Also, you should pick a smart route because if you have to stop and walk for whatever reason then you could be in trouble if you aren't close to warmth because your phone usually freezes and dies. I love running during calm snowstorms though. The kind where it's not that cold or windy and there is a bunch of nice fresh snow falling in massive flakes. It feels peaceful.

I don't know about that. I live in Manitoba, directly north of MN and 30F is not bad but no one considers it to be ideal. 50 is still about perfect, as the other guy said. I ran a half at 32 last October and it was nice but my arms were a bit chilly. Our winters may be cold but we still like the sun just as much as the next guy.
