Yea, he should have wrote something like 6%. But the general concept is right, vascularity does get heightened with increasing leanness

The also shave their legs and cycling builds muscle mass in the thighs while running really doesn't.

You're full of it. Scrubbing hairy arms and legs is a complete clusterfck. Getting the asphalt and hair out so you don't get an infection is not easy at all. Getting massages is also not doable. You haven't ridden at a high level.

Haven't shaved since I retired. Definitely don't miss it, especially getting goosebumps descending mountains in the winter and getting that sensation I'm being stabbed by a thousand little daggers.

Of course a bodybuilder would understand how low 3% BF truly is. Anyway, this guys legs look a lot like the result of cortisone in combination with a grand tour and dehydration to me.

At least he won't have trouble finding a vein.
