You obviously have not raced over the last 30+ years, even most national High School Championships around the world abide by the "you scratch for one event, you scratch for all" rule. This was the controversy in 2012 with Makhloufi. Apparently you can scratch from an event with medical certification. I was asking if Korir had a "dodgy doctor's certificate" to scratch from the 400m yet still run the 800m.

2000m above sea level aids sprint speed by approximately 0.07-0.15s per 100m. For 800m there is not enough evidence that performance is impaired by the aerobic components decline is superior to the sprint speed gains. Hence the sensible neutral position.
