There are three timing methods for the 40yd dash at the combine:
1) Manual start, manual finish
2) Manual start, electric finish
3) Electric start, electric finish
The second method is the "official" time. The first method is also reported but labelled as "hand timed". The last method, the fully automated one, is not reported to the public from what I can gather. Obviously, having a manual start will make times faster because the starter has to react to the runner. I assume the NFL doesn't want to make the jump to fully automated because they know times will appear slower.
Also note that in the fully automated scenario is NOT the same as track and field timing. The timer starts when the athlete moves, whereas in track the athlete has to react to the gun. Therefore when you are comparing track times to combine times (manual start), you have to doubly adjust for reaction.

Is a different way to look at this that top NFL players are competitive with top NCAA sprinters despite not focusing on speed exclusively? I understand a tenth is a big difference but that's comparing best to best.
It looks like in general the speed position NFL prospects would be generally competitive in the same race, despite them not training just for track year round.

Yes, they would be competitive. It's the same group of athletes, just that the football players have put on muscle and the track guys have tapered.
I mean .1 isn't very close. Tyreke Hill was a 10.13 guy and he ran in the 4.2s as well. I guess the general premise is that the fastest football guys are still a good bit behind elite sprinters (who excel at the 40). That is not the perception of a lot of football players and fanboys who like to think every great NBA or NFL player would be the best in a few track events. Certainly Ross and Hill would have a shot at being All-Americans in college, but they are way faster than the LeSean McCoy, Calvin Johnson or Patrick Peterson types people freak out over.
Agree on the perception some fans have.
It's somewhat like a part time hobbyist competing with a full time professional. Clearly, football is a related sport and hobbyist is too extreme, but you get the idea. The gap between professional and hobbyist isn't crazy large.

49 yards is just too short a distance to seperate track speed from football speed. Without a need for speed endurance, yes footballers can hang in a 40.

True.
Several could hang at 100 meters prior to bulking up starting in high school/college for football. When I say they're the same group of athletes, I mean that at 13, 14, 15 years old, this group of track/football speed athletes is all basically one big pile that then gets sorted out by relatively small differences in talent and interest in the different sports.
Look at how many NFLers were high school state champion sprinters: Reggie Bush, Javid Best, Adrian Peterson, Eric Dickerson, Jordy Nelson, Stephen Davis, Devin Hester (jumps), Adoree Jackson (jumps), and on and on and on.
By contrast, if you had started training Bolt, Gatlin, Powell, Gay, Blake, Ryan Bailey, etc. for football at a young enough age, a good percentage of these sprinters would be in the NFL today.

Calvin Johnson is a legitimate 10.2x sprinter. Up until the latest IAAF standards that would have put him in the "World-class" category.
Keep in mind he is 6'5" 235lbs.
Regarding the NBA, my college track coach said that there are plenty of "world-class" long-jumpers, high-jumpers, and decathletes in the NBA.

That being said. There are two tests in the NFL combine that I as a track coach and as a scout will take as gospel. The vertical and the broad jump. Everything else is suspect - not that I do not believe it, but I need to see it. The reason why I take the vertical and broad jump as gospel is because they are simple to measure and there is "no wiggle room" to "game" the results. Unlike the bench where you can bounce it off your chest or take an extra wide grip (shorter travel distance).
Calvin Johnson's vertical is 43 inches and his broad jump is 11 ft - this means that block-clearance will not be an issue and he has enough power in his legs to maintain his speed.
A legitimate track and field athlete with similar stats is Trey Hardee 2009 World Champion in the Decathlon (6'5 215lbs.) he runs a 10.2X-10.3X 100m. Calvin Johnson NFL Combine numbers when he left Georgia Tech were 6'5" 239lbs BUT when he entered Georgia tech he was 6'4" 215lbs. Shedding 15-20 pounds of "football padding" will easily get the job done.
For the record, I have the same body stats as Calvin Johnson, and can go up or down 15-20 pounds depending on the type of training I am doing.
