You also said that you don't what religious schools, so I'd rule out G'town, 'Nova and Notre Dame.

My answer would depend on where you're from. If you lived in Michigan, I'd go to Michigan, VA > UVA, CA > Cal or UCLA, TX > UT Austin, NC > UNC or NC State, etc. You probably won't get a lot of $ from these schools, but you would get preferential admissions treatment and some $ which, combined with in state tuition, could be the best option.

I'm a student at UVa. He'd get in for sure with those times! It may be good to sit for the SAT again and try to hit 1400, or maybe sit for the ACT. With a sub-15 in high school he shouldn't struggle getting in. I don't know much about scholarship availability, but I do know that there were incoming freshmen in the 2015-2016 class with PRs of 4:16/9:23/15:28 and 4:19/9:31/15:34 for 1600/3200/5k. The one real blue chipper was 1:53/4:07/9:16/15:18.

I won't lie and say UVA is a contender to win a national title in XC, but the team usually makes it to the national meet. Decently strong team in track too, 3-5 guys under 30' for 10k, a good amount in the low 14s for 5k and 1-2 guys under 14, a sub-4 miler (and indoor national champ) as well as a few young guys knocking on the door.

The academics are what you make of them, just like at any other school. UVA is a top 3 public school, but if you don't take advantage of the opportunity it will go to waste. I'm a firm believer that education is what you make of it - it's completely possible (and borderline common) to go to an average state school and end up more successful than an Ivy League grad.

If you're looking for a lot of money, Colorado is not necessarily the notorious for having a ton of money to dish out for xc and track.

With times like that, they would be willing to give you a decent-sized scholarship. Give their coach Chris Solinsky a call or shoot him an email. Really nice guy and open to people contacting him, especially with credentials like yours.

The US education system is such a joke. How do people still value a college degree when somebody with a 1350 SAT can get accepted?

Not sure if serious, but a 1350 is in about the 94th percentile.
