Those times should get you on to a lot of D3 teams (I assume you're female).
a 6:45 pace for 3 miles shows you are in shape to some extent but really 40-45 mpw? I can't believe those times off that much training.. I would definatly up your mileage and push really hard in the races, you can probably walk on a team of a small school, one of my friends ran near an 18 min 5k walked on and ended up being by 16:30 his freshman year, so you never know, keep training. Being recruited you have to be at least sub 16 and to be recruited to good schools sub 15, very few are recruited, so dont worry about that, just have fun and walk on whatever college team you go to

Your fictional times would not make a collegiate men's team. You would either have to 1. Get significantly faster, or 2. Identify as female.

There are also lots of running groups you could join in cities... just like contact coaches and ask if you could walk on.
