I am quite familiar with Bob's workout you are referencing. He ran 4:06 for a 1600m (4:08 mile), and his PR for 3000m is 4s/mile faster than Ritz and much much faster than Hall's.
I don't think either ever did, but in Ritz's defense, I don't recall him ever running a mile after H.S. Ritz once split 4:03 in a 2-mile race and I can't imagine someone with a 12:57 5K PR not being able to run sub-4. (It is almost a given.) Hall ran a 3:42x 1500 in H.S. and a couple of times in college. Ryan was actually a miler his first 2 year in college, but that was during the years of Brannen, Cragg, Willis, Manzano, Said Ahmed and the Jefferson twins...it was a tough time to be an NCAA miler. He moved up to the 5K his junior year, had success and never looked back. Ryan ran at 7:56 3K and a 13:16 5K at age 21...perhaps he could have run sub-4 at that time, but I am not sure because ran quite a few 1500s in college, so he did have chances. Btw, I don't Meb ever ran sub-4 as well.
I remember a article a year or so ago all about sub-4s and how Ritz's name was conspicuously absent despite his 5k time and he said he wished he had tried for it, but had not run one even in practice.
If by common you mean 5 x mile at 3km pace the answer is no.
However it's quite possible to do a mile repeat at under 3km pace, followed by some 4-6 400m repeats at whatever pace. I've done it and I'm even assuming my 3km could be faster than it already so it is absolutely doable.
They both could have done it, but just because you have a fast 10k doesn't mean a sub 4 is a slam dunk. I remember watching Todd Williams race a 4:01 in an attempt back at the height of his powers. I would have thought he would have run it easily. Nope. Sub 4 is hard.
