Personally I think a sub 17:00 is about the same as a sub 15:00 in terms of the QUALITY of the run (disregarding the numbers of men/women who achieve them)
What determines "quality"? Your gender most likely affects your perception of "quality." As a woman, I perceive 1:15:55 in adverse conditions as a "quality" performance and time and definitely worthy of headlines.
What about a 1:20 women's half marathon to a 1:07 man's half marathon time? Or to somewhat narrow the time difference.... what about a 16:30 women's 5K to a 14 min. men's 5K? These time for each gender and event seem comparable quality-wise. The gap between men and women appears to narrow the quicker the times and the higher the quality (as illustrated by comparing the % differences in world records). The men's times taper off, and a few women defy the normal gap.
