I think it is important first to agree the difference between tactics and being a fast finisher. It doesn't really take a great tactician to hang on in there and sprint, but it does take a great tactician to win a race when you may not be the fastest in the field, or the fastest finisher.
Aside from the 800m in Moscow I'd say Coe has to have a shout - for his 1500m's in Moscow and Los Angeles. Ovett was a more experienced 1500m runner than Coe in 80, but Coe out witted him. Cram was the World Champion and was fresh in '84 but Coe still won out.
Reading the other posts, I think you can reject Geb as he more often than not has support in his races. He even needed a little help to overcome Mottram in London this summer.
I'd have also said that El G should be rejected prior to Paris two years ago. But the years of experience told and he won some very tight races using superior tactics - and one f**k off finish.
