Sure, that is modestly annoying. If for some reason that segment is very important to you, then you can always flag people using a bike or forgetting to turn GPS off in car.
As for those calculated PRs...that's amusing that he threw up all the WRs. Most likely just did it using a bike.
Not even important. I got an alert that someone had grabbed the segment CR and went to check if it was within reach for me during a workout. I had no idea you could flag people!
Definitely funny about the WR PRs. I figure he did it on a bike but can't imagine waiting around to nail the times.
