I trained outside all winter in Calgary this year, and while not a very cold year in general, I trained in flats (Saucony) and thin cotton socks in -20C to -25C without any problems at all. If anything, in very cold conditions you want to avoid anything which might be too warm and produce liquid sweat that can turn you into a popsicle if you have to slow down or stop for any reason.
