According to that map, you are incorrect. The phase that says is done is not even connected to Canada.
how do we get energy independence by promoting Canadian oil? If Republicans really wanted Americans to get jobs, they'd take advantage of near-zero interest rates by spending some of the trillions of dollars in needed infrastructure work this country needs. That could provide millions of jobs and pay off many times in results, just as the sewer/road/bridge investments of the early to mid twentieth century did.

Uh, no. Look at the map again. The dark red/maroon line is the start in Alberta. It goes to Steele City, then branches east. That's done and already in use.
