In your most recent response, you failed to include your original post and my response in your original post you made up some crap and tried to pass it off as some sort of argument/proof. My response simply called bs on your rant. I made no complaints about testing, that comes with setting ARs, WLs and competing in DL events. And j-offs like yourself would claim that if he wasn't tested so much that would be proof he's doping.

No, it's a lot closer to the truth than you think. When doping was legal, the PED's of choice were amphetamines and opiates.
The late 50's and 60's saw a dramatic improvement in mid-distance and track distance times, achieved by a long succession of stars who had one or two years at the top before burning out for good. Even Michel Jazy's relatively long career was punctuated by two stellar seasons and sudden retirement. This is consistent with the effects of speed and opiates - highly effective as PED's, but also highly damaging and addictive so that in the long term they destroy athletic ability.
The IOC knew this and focused on those two classes of drugs when they started testing in 1968. They were motivated partly by the nascent drug war, but also by the occasional drug-related deaths of professional athletes. There were already a few athletes using steroids in '68, but the IOC didn't care, and they didn't care in '72 either. Steroids were neither as dangerous nor as effective.
This makes me wonder as far as gray-area PED's are concerned, why is everyone focusing on anabolics, thyroid meds or blood boosters? There could be some newfangled painkillers and stimulants out there too that the WADA "doesn't know about."

Correct. The bio passport is the "intel". Rupp is being tested often because his bio passport flags indicates that he should be scrutinized closely. I imagine that his testosterone and EPO levels are coming up consistently close to the maximum allowed. How are they coming up that way? Nike is manipulating his hormones to be just below the max. It's a game of cat and mouse. So far the mice are winning the game.

The bio passport is flawed as well. All one needs to do is enter into the testing pool with high levels and then maintain them (and hire someone to manage it). See aged professional cyclists, for example, who defy all common knowledge of what happens to endurance levels when approaching (or surpassing!) age ~40. All of them predate the bio passport program. There are a few in track and field with similar histories.
"Intelligence" is not limited to the bio passport. It includes their own suspicions, odd results, and the number of times the suspected athlete has been ratted out by their competitors via the USADA hotline, and other subjective and non-scientific sources.
