Let's assume you are properly prepared (a big assumption!)
It's not about laps. The job is to key on the pace and wait.
Depending on your fitness and style, and of course the competition, there is the moment to GO!
Nothing in the world is better than that moment of seizing the race, taking the lead and giving it what you got.
I've run many decent races where that did not happen, but it was all worth it for the races where I was able to do it.
lap 1: Pure hate
lap 2: Pure hate
lap 3: Pure Hate

Clearly not someone who has run a mile. It's been well discussed, pure hate can't be sustained for more than about 2 laps.
First lap - ok.
Second lap - unpleasant, but I'm hanging on.
Third lap - in the backstretch I feel like I won't be able to finish and might have to drop out.
Fourth lap - EXTREME distress, if not outright agony. After the finish I can't believe I made it.
Start-600m: Feeling good.
600m-1000m: Feeling decent.
1000m-1200m: Usually the slowest split, getting ready for pain.
1200m-1400m: Staring to hurt.
1400m-Finish: Horrible, tunnel vision, putting every bit of remaining energy into the kick.
