Depends on the state. In my state, openly carrying a gun is protected under the state constitution and is not a crime. Virtually no one does this.
Any cop could approach the person to have a voluntary talk with the person, but I don't think they could ask many more questions IF the person is not a threat otherwise.
Our disorderly conduct law was recently clarified to state openly carrying a gun, without more, is not criminal or disorderly.
